Projects 3rd Party Implementation Manager at Royal Dutch Shell plc

Projects & Third Party Implementation (Based in Jakarta)
With the growth of Indonesia Lubricant business, extra effort needs to be done in ensuring Third parties fully comply with SHELL standards and regulations. The incumbent will also be responsible to drive and deliver certain projects to support the objective above.
Responsibilities:
- Deliver Capex projects at Bekasi and Balikpapan on time and budget with compliance to Health, Safety, Security & Environment (HSSE) target.
- Set and monitor Right First Time (RFT) targets for toll operations, and ensure process in place for root cause analysis. Implement other measures to monitor delivery of the production plan when introduced globally.
- Implement quality assurance program and process for Balikpapan repacking and bulk delivery process
- Assist in new or warehouse relocation project (eg Balikpapan)
- Assist with preparation of Final Investment Decision Proposal, including +/-10% cost estimate.
- Prepare detailed project schedules.
- Project Engineering Management from detailed design phase through to and including successful commissioning of the project.
- Represent Supply Chain as the `owner` of the ID Project Client Specification.
- Engage Contracting and Procurement (CP) in all aspects of the CP process and actively participate in the negotiation of major contracts for equipment, materials and services
- Ensure adherence to project governance policies and procedures as determined by the Project Steering Committee
- Manage the project within agreed budgets and time schedules.
- Together with the ID-Supply Chain Operations team, devise an operations implementation plan for the plants (Toll) and logistic facilitate revisions to operating procedures.
- Securing sign-off of the Client Specification as the basis for upgrading two warehouse and incorporating any agreed changes ahead of construction
- Securing of licenses and permits associated with the development plans for the two warehouse and toll facilities.
- Setting performance requirements and monitoring performance of service providers for toll blending / filling, equipment vendors and contractors
- Final preparation and sign-off of the Project Implementation Plan (PIP)
- Supervision of the project team.
- Together with the Supply Chain team, establish a suitable arrangement for inbound, warehousing and outbound logistics
Requirements:
- Bachelor of Science above (Chemical Engineering, Mechanical)
- At least five (5) to ten (10) years experience in design and/or project management in petrochemical industry environment
- Registered engineer, project management professional, supervisory engineer preferred
- Good knowledge of MS Office (Excel, Word, PowerPoint, Internet Explorer) and IT tools in general;
- Good interpersonal and time management skills;
- Strong analytical skills and attention to details;
- Contract management and negotiations skills is an advantage;
- Good knowledge of supply chain operations
- Excellent English Communication Skills
